Why wasn't the Russian carbine/shotgun in Black Ops Multiplayer?

The KS-23 is a 4 (6 in america) bore shotgun, WAY more powerful than the 12 bores on Black Ops, so in my opinion it would be way too powerful for Multiplayer and anger many players, so Treyarch left it out.
