If an electric field is applied to two metals (copper, and iron) will the electricity flow through the CU?

You'll likely experience severe galvanic corrosion at the junction of the copper wire with the stainless steel weight. The rate of corrosion depends on the current density traveling into the surrounding water, which will of course be highest at the exposed end of the wire where it contacts the weight.
